August 2025 — The International Security Ligue Cash Chapter has updated and issued position papers related to the Single Currency Package and the Payment Services Package, two major legislative initiatives from the European Commission with the goal of modernizing the EU’s financial ecosystem.

“We continue to call for a holistic approach to the legislative proposals for both the Single Currency Package and the Payment Services Package,” explained Tanja Kulisch-Ziemens, Secretary General of the Ligue Cash Chapter. “In our view, legal regimes can only safeguard the availability of cash for citizens when mandatory cash acceptance is ensured and vague exclusions, such as contractual freedom, are prohibited—and this must be accompanied by an effective monitoring and enforcement regime, as well as requirements for a minimum distribution network.”

These measures are necessary to ensure that cash is available, accessible, and can continue to serve as a strong foundation for freedom, resilience, national security, and sovereignty. “In times of high uncertainty, safeguarding stability and national security is paramount,” noted Kulisch-Ziemens.

Recently, the Ligue’s Cash Chapter conducted a quantitative scenario impact analysis of the cash cycle's sustainability using ECB statistics and the ECB’s published monetary policy scenarios. To avoid the negative impacts of such scenarios on the future cash cycle and the availability of cash for citizens legal measures must be taken. “Proper impact assessments of the current legislative proposals on the sustainability and resilience of the cash distribution cycle are necessary, as this cycle is a critical component of national security, sovereignty, inclusion, and freedom of choice,” said Kulisch-Ziemens. “Public Authorities have to protect their public money — and this is cash today and will be cash in future when digital systems fail”.
