On October 14, 2025, the Ligue Cash Chapter organized a workshop in the European Parliament, hosted by MEP Jonás Fernández, the Coordinator of the Progressive Alliance of Socialists and Democrats (S&D) Group in the Economics Committee. Under the title “Shaping the future of Cash in a digitally transforming environment,” the discussion focused on how to reinforce the role of Cash as a key driver for trust, security and resilience in times of uncertainty.

While the digital euro is important for preserving monetary sovereignty and providing a digital alternative, legislators also have a key responsibility in negotiating the Single Currency and Payment Services Package: ensuring that cash remains a robust pillar of trust, inclusion, national security, resilience, and monetary sovereignty, and stability, particularly in the event of failure of digital systems.

This means, first, embedding the right safeguards into the legislative proposals currently under discussion; and second, a well-designed digital euro that complements, not replaces cash, protecting both citizens and businesses from systemic risks.

The Ligue’s position has always been clear and consistent: Europe needs a coherent and holistic approach for both forms of public money. Cash is more than a payment option. It supports social inclusion, resilience in crises, national security, and monetary sovereignty.

Supported by the academic researchers Santiago Carbo-Valverde and Francisco Rodriguez Fernández, the workshop discussed how cash circulates and is used in the economy, and analyzed the potential effects of current legislative proposals on cash availability.

Participants included representatives from the EU Parliament, the EU Council, the ECB, Consumer and Industry Associations, and Cash Management Companies, generating a vibrant platform for dialogue across the ecosystem.

The Ligue Cash Chapter’s Secretary General expressed gratitude for the engagement of diverse stakeholders and reaffirmed the industry’s commitment to maintaining an open, evidence-based dialogue. She stressed that preserving access to cash is a societal priority, not merely an industry concern.

In his closing remarks, MEP Jonás Fernández highlighted the importance of accelerating progress on the legislative framework for the Single Currency Package, ensuring that it safeguards cash and upholds the principles of the European Monetary Union.
